Basic Function

Provide professional expertise to support the organization in the development of short and long term objectives. Develop procedures and techniques for planning and financial analyses, cost control to achieve organization’s objective. Provide advice and direction and support in the areas of budgets, accountability, cost analysis, performance indices, survey analysis, planning, and reporting activities, and relevant business programs.


The Business Specialist provides support in the preparation and design of cost analyses. Ensures that cost control and procedures are meeting departmental objectives. Performs financial studies as required. Serves as the liaison between department and other organizations. Coordinates all planning activities. Facilitates the accounting/financial analysis of the operating plans, capital and expense budgets. Coordinates the preparation and consolidation of the business and operating plans, and accountability reports and activities.

Principal Contacts

Internal: Daily with Team lead and team members, divisions and departments’ staff to coordinate activities and develop data.

External: contacts with other organizations for reporting requirements


Principal Duties

Principal duties include but not limited to the following:

  1. Provides work direction to his team
  2. Provides financial expertise in developing assumption and objectives for the organization
  3. Coordinate the development, preparation, and analysis of routine and special reports relating to manpower, capital and expense budgets, accountability and other reports as needed.
  4. Analyze operating cost and performance reports and conducts special studies to establish cost performance objectives.
  5. Identifies opportunities to improve the utilization of resources and increase performance.
  6. Develops, maintains, and present operating data.
  7. Provide assistance to contract compliance efforts by interpreting and reviewing the terms of agreement.
  8. Review all reports submitted for approval
  9. Act as primary liaison with Finance organization
  10. Coordinate with divisions and departments the business needs and standards
  11. Support the organizations in maintaining their manpower, financial budgets within the established programs and standards.
  12. Conduct studies on business analysis, productivity, utilization of funds and resources or any other area as required
  13. Identify opportunities to reduce costs by improving the utilization of resources and increasing performance.
  14. Present operations performance data to management.
  15. Assist organizations in keeping operations, manpower, and financial budgets within established standards.
  16. Review and present the departmental reports such as business plans, accountability reports and related reports for management review and endorsement.
  17. Develop cost control measures to meet schedule and program objectives.
  18. Prepare charts, graphs, and organize relevant statistics
  19. Provide analyses and summaries as assigned and present findings
  20. Conduct period audits or operational reviews compiling and reporting statistics.
  21. Present results and proposing solutions.
  22. Maintain records and statistical data
  23. Provide work direction to other analysts and administrative staff.
  24. Perform other duties as directed and required.


  • Bachelor degree in related field (Business Administration, Accounting, Management, Statistics)
  • Master’s degree in related field is preferred.


  • Minimum 15 years experience in related activities including 5 years experience in cost control, budgets, or related activity.
  • Supervisory experience is desired
