Basic Function

Responsible for providing directions, driving and overseeing the formulation and execution of sourcing strategies for spend categories assigned to him / her, and establish strong relationships with internal and external stakeholders to ensure achievement of sourcing benefits and opportunities.

He/she ensures that procurement processes and methodologies are rigorously followed and technology enablers (where applicable) are implemented for all spend categories assigned.

Scope

Category Coordinator Specialist leads category teams in the development and execution of category strategies, with particular focus on high value/strategically important categories..

He/she aligns and links procurement strategy and resources to the division’s overall strategy and needs, oversees the planning and implementation of sourcing projects and engages stakeholders and the required cross-functional resources.

Contributes to and implements supplier relationship programs in close alignment with stakeholders and the CoE (center of excellence).

Tracks and supports implementation of contracts and agreements.

Ensures Procurement's ongoing value contribution to JHAH.

Meets with end users and proponents to establish customer relationship management

Principal Contacts

The Category Coordinator Specialist  reports to the  Senior Category Coordinator Specialist

 

Internal interactions:

  • Daily with category management teams to define, plan and implement sourcing strategies and to manage relationship with suppliers.
  • Regularly with Director Category Management and Senior Director Supply Chain Management to report categories performance, escalate issues, align to company’s strategy
  • Regularly with end users, medical, clinical and non-clinical staff to define requirements, co-lead sourcing activities, troubleshooting issues and conducting value analysis, materials or service evaluations, customer satisfaction and service requirements
  • Ad hoc with Purchasing teams
  • Ad hoc with CoE (center of excellence) team for analysis, performance, processes, legal, IT and HR related topics
  • Ad hoc with Commercial agreement Coordinator
  • Ad hoc with Material handling team for issue troubleshooting
  • Ad hoc with finance and legal department including budgeting and compliance requirements

 

External interactions:

  • Regularly with category suppliers; in particular with strategic partners, and more frequently during sourcing / spend management activities (Request for Proposal process) while negotiating/ contract set up.

  • Regularly with suppliers and external partners, in particular with strategic partners, in the review of performance metrics and service levels

Operational Responsibilities

  • Assist category teams in evaluating and prioritizing strategic sourcing initiatives and developing sourcing plan; support in identifying strategic sourcing waves/ roadmap with inputs from Category Coordinators based on market changes, contract expiration, and time lapse since last strategic sourcing event.
  • Oversee development and execution of category management strategies for value enhancement or cost reduction that result in tangible benefits, using sound knowledge on internal analysis and external market analysis.
  • Ensuring that the priorities of identified initiatives align with business priorities.
  • Evaluate strategies based on changing market conditions and provide inputs during strategic sourcing activities, including internal and external analysis and negotiations.
  • Oversee development of RFx (Request for quotation/proposal/information) documentation (when required).
  • Liaise with the business to articulate category specifications and ensure that the business need is articulated in RFx specification documentation.
  • Drive development of negotiation strategy with key suppliers; prepare and participate in negotiations with team members (as applicable) utilizing approved terms and conditions.
  • Leverage best value and service for the category grouping to ensure the achievement of procurement savings and service level targets.
  • Guide the development and documentation of the sourcing evaluation criteria and process related to specific categories (including Total Cost of Ownership analysis).
  • Monitor progress for respective category sourcing exercise through rigorous work plan reviews and feedback sessions with category management teams.
  • Communicate sourcing strategies and progress of sourcing initiatives to senior management within and outside procurement.

  • Ensure that sourcing recommendations are implemented, compliance monitored, and benefits tracked.
  • Ensure the consistent usage of sourcing methodology/processes and involvement of cross functional teams to ensure achievement of targeted sourcing benefits and opportunities, strategic sourcing process effectiveness and efficiency, as well as service level enhancements by suppliers.
  • Actively assess and facilitate possibilities for further category best value opportunities.
  • Provide input and guidance on supplier contract extensions or modifications.
  • Participate and lead cross-functional sourcing teams, track and improve non-compliance with preferred suppliers and ensure that all metrics are in place and met for the categories under responsibility.
  • Support and work closely with Category Coordinators to establish and maintain collaborative, long-term relationships with strategic suppliers.
  • Oversee tracking and monitoring of supplier markets for key categories during the duration of contracts (including benchmarking against industry/market standards)
  • Ensure effective risk and compliance management with regards to category management.
  • Act as guardian of the procurement policy for the categories under responsibility.
  • Report on all risks and financial indicators including e.g. overpayment/ over expenditure, etc. according to required format.
  • Ensure compliance to all audit requirements.
  • Ensure the effective and uniform implementation of category management strategies and sourcing approaches.
  • Meet established department Key Performance Indicators (KPIs), Service Level Agreements (SLAs) and individual annual goals and metrics.
  • Maintain all safety and security measures per organizational policies.

Education

Bachelor’s degree required;

 

Experience

  • 10+  years of related experience including 4+ years of category-specific experience
  • Experience in category management, strategic sourcing, pricing and contract negotiations; negotiation aptitude or other business related experience
  • Experience in supervising staff and / or leading teams through oversight and direction.
  • Experience in customer service; preferably health care specific interactions

Certifications/Other requirements as applicable

  • Professional qualification / certification from related professional body would be an added advantage
  • Financial and analytical acumen.
  • Strong organizational and interpersonal skills.
  • Excellent verbal and written communication skills, including international communications
  • Strong supplier relationship development and industry experience preferred.
  • Proven experience in negotiating with suppliers for high value contracts
  • Strong problem-solving skills.
  • Enterprise Resource Planning System experience (specifically SAP) is preferred
  • Ability to work independently as a decision maker.
  • Intermediate to advanced experience with contract terms and conditions. Knowledge of Middle Eastern or KSA contracting / legal requirements a plus.
  • Experience with multiple information systems and / or databases
  • Intermediate to Advanced skills in Microsoft Word, Microsoft Excel & Microsoft Powerpoint. Basic functionality in Microsoft Access is preferred.
  • Spoken English is required. Knowledge of Arabic is preferred
