EMS/Disaster Medicine Consultant
Basic Function
Disaster Medicine Consultant (DMC) is an Emergency Medicine Sub-Specialist serving in a high risk mobile environment at JHAH which functions 24 hours 7 days in the field of operational medicine which may include but not limited to clinical, administrative, and training duties. Disaster Medicine Consultant is specialized in Disaster Management, Operational Medicine, Prehospital Care, Remote Area Clinics, and Medical Transport, including Event Medicine, Multi Causality Management, and Executive Health and Dignitary Medical Services.
Scope
Scope covers prehospital care, remote area clinics, and disaster management kingdome wide. The scope is linked to a corpoarte safety and risk management to do the most good for the greatest number of people/casualties, using the principles of aggressive medical resource utilization for selected critically ill individuals and responders. Coordinate medical control, supervise triage, connect with other municipal and public health agencies, and oversee direct patient care during incidents the may evolve into a disaster.

- External: Incumbents meet with Saudi Aramco Representatives, Contractors, Contacted Medical Facilities, Red Crescent and Government Agencies on :
- development of plans, activities, or projects relating to emergency preparedness,
- to ensure adherence to JHAH standards,
- to obtain and disseminate information,
- to coordinate work efforts,
- to resolve problems and to develop contracts
- Cover VIP event, or respond to government need, as per request from higher management.
Principal Duties
- Attends and manages single case causality or multi-causality incidents
- Performs field resuscitation and stabilization and risk stratification during incidents
- Performs and coordinates Medical Air Evacuation (MEDEVAC) and Modified medical intervention based on space physiological changes
- Performs Chemical, Biological , Radiological, Nuclear, Explosions (CBRNE) detection and decontamination
- Manages environmental diseases: Heat Illness, Cold Illness , Diving, Altitudes Illness, Maritime, and Space Illness
- Performs outbreak, Epidemics and Pandemics Non- Pharmaceutical (NPI) and Pharmaceutical Intervention
- Performs Disaster Triage Modalities including MASS Triage, SIMPLE Triage and CBRNE Triage
- Performs Medical Internal and External Decontamination of victims using neutralization substances
- Administers CBRNE Antidote, investigation including specialized field consultations concerning CBRNE
- Delivers highly specialized field (Prehospital, RAC, and during Transport MEDEVAC) and hospital-based care.
- Manages Field Hospital and Remote Area Clinics including Diseases Risk Assessment
- Conducts Telehealth-Telemedicine Clinical Consultation and Guide Clinical Interventions
- Assesses Personal Protective Equipment’s (PPE) level (A, B, C, D, E), ensure the safety of organization from a spread of diseases, CBRNE, and terrorist activity including active shooting
- Conducts EMS online/offline control instructions, Basic And Advanced Life Support, assessment and treatment, Critical Care Transport, Aeromedical Transport, Prevention and Public Education
- Preforms Executive Health and Dignitary tailored Medicine “Protective, Wellness, and Field Medicine”
- Treats traumatized victims, help to promote health, safety and prevent injury or spread of diseases
- Provides insight, guidance and expertise on the principles and practice of disaster and operational medicine
- Writes, reviews and updates critical official documents including but not limited to programs, plans, policies, guidelines, pathways, including Emergency Management Program (EMP), Emergency Response Plan (ERP), and Business Continuity Program (BCP).
- Administers disaster medicine components : Public Health, Field Medical Operation, Medicine, and Management
- Administers the concept of risk management and using risk management tools
- Administers the concept of pre-incident management: Mitigation / Prevention / Preparedness at all levels (staff, facility, system).
- Administers the concept of during-incident management and the concepts of Incident Management team levels: Emergency Response Team (ERT), Hospital Incident Command Structure (HICS), and Crisis Management Team (CMT).
- Administers the concept of Command and Control Center
- Administers the concept of post-event and business continuity model
- Designs disaster training program: Sessions, Workshop, Lectures, Seminars, Online e-learning, and drills
- Manages operational resource allocation including but not limited to financial, HR, Training, Facility, Equipment’s Technology and IT
- Reviews Remote Area Clinics contracts and amend contracts
- Coaches healthcare providers and leaders on Crisis and Emergency Management and enhance their capacity to respond to major incidents.
- Conducts research and process Quality Improvement Program
- Attends and leads meetings, committees, taskforce and others
- The Disaster Medicne Consultant is required to compelte 80% clinical sessions and 20% disaster and operational medicine dutities per week.
Education
- Graduation from an accredited medical school
- Emergency Medicine Board certified Consultant Saudi/Western Board and completed a minimum of 2 years fellowship training in Disaster Medicine, Crisis Management, and Intentional EMS and Master degree in MBA or MPH.
- Emergency Medicine Board Certification and Subspecialty Training Certification as a provider or instructor in one of the following advance life support courses ACLS instructor: ATLS instructor, PALS instructor, PHTLS instructor, NDLS Instructor, FEMA IS Certified 100, 200, 700, 800. (ACEP/CAEP/EuEMA/AAEM/Review Courses/EM Congress).
- Classified as Disaster Emergency Medicine Consultant by Saudi Commission of Health Specialties
Experience
- At least 3 years or more of the exclusive practice of Disaster Medicine and Prehospital after board certification or completion of fellowship
- Must hold a valid license to practice medicine
Certifications/Other requirements as applicable
- Excellent command of verbal and written English
- Ability to adjust to group practice in a medical environment
